The excel is exported by a PHP library call PHPExcel, and this excel contains a image, when i try to load this excel and export to html using latest Spire.XLS(.NET Core), i get this error.
if i don't insert the image, convert to html successfully.
this excel can be read by PHPExcel and Excel with no error.

Hello,

Thanks for your inquiry.
I have reproduced your issue and posted it to our Dev team with the ticket SPIREXLS-2164 for further investigation. We will let you know if there is any update. Sorry for the inconvenience caused.
Besides, I found that if resave your document using Microsoft Excel, and then use our Spire.XLS to load it, everything works well.

Sincerely,
Rachel

right, if resave, everything works well. but this solution is not suitable for me, because out product must be sure that our web api is Excel-independent and AutoCAD-independent.
