I have reproduced the issue you reported regarding the blank space when converting Word to PDF document. I have recorded this issue in our issue tracking system with the issue tracking number SPIREDOC-9312. We apologize for any inconvenience this may have caused.

I have tested your document using the code you provided, and the resulting PDF document is consistent with your Word document. This solution uses our old interface for converting Word to PDF, which can be used as a temporary workaround. The code used is as follows:

doc.SaveToFile("F:\\test.pdf", Spire.Doc.FileFormat.PDF);

Once issue SPIREDOC-9312 is resolved, we will provide you with a new version.
