We have recently bought spire.doc & spire.pdf to make PDF/x-1 2001 standard. We have ms docx file that contains images , links etc and we are using this doc to make PDF/x-1 2001 standard.
In order to validate whether generated PDF is true PDF/x-1 2001 standard or not. We are using Adobe Acrobat DC – Preflight. Refer below screenshot for reference
.
The Preflight shows the list of issues. There are mainly 2 issue related to Images
1. Object uses RGB
2. Transparency used.

Another issue “Annotation inside page” is solved.

Can some please provide a solution to resolve image issues?

Below attachment contains Demo.docx and Final_Demo_result.pdf(converted from doc to pdf via spire.doc & pdf)
Demo.rar

Refer to below code
Document doc = new Document();
doc.LoadFromFile("demo.docx");

ToPdfParameterList toPdf = new ToPdfParameterList();
toPdf.IsEmbeddedAllFonts = true;

toPdf.PdfConformanceLevel = Spire.Pdf.PdfConformanceLevel.Pdf_X1A2001;
toPdf.DisableLink = true;

//var newFileName = "2019 Medicare SB_HMO_No_Rx (002) (3)12_print.pdf";
var newFileName = "demo_print.pdf";
doc.SaveToFile(newFileName, toPdf);

PdfNewDocument newDOC = new PdfNewDocument();
newDOC.Conformance = PdfConformanceLevel.Pdf_X1A2001;
PdfDocument OriginalDoc = new PdfDocument();

OriginalDoc.LoadFromFile(newFileName);

foreach (PdfPageBase page in OriginalDoc.Pages)
{
float pageWidth = page.Size.Width + OriginalDoc.PageSettings.Margins.Left + OriginalDoc.PageSettings.Margins.Right;
float pageHeight = page.Size.Height + OriginalDoc.PageSettings.Margins.Top + OriginalDoc.PageSettings.Margins.Bottom;
PdfPageBase p = newDOC.Pages.Add(new SizeF(pageWidth, pageHeight));
page.CreateTemplate().Draw(p, 0, 0);

}

// newDOC.CompressionLevel = PdfCompressionLevel.AboveNormal;
newDOC.Save("Final_Demo_result.pdf");
