Converting pdf to doc fails

Using spire.pdf 13.7.14 on windows vb.net application.

Opening a word document convert it to pdf, then adding text on certain position (up, down, left, right, up left, up right, down left, down right ) works fine.
When I try to convert that pdf back to word document I get an error or even nothing!

doc.SaveToFile(theDoc.Replace(".docx", "19.docx"), Spire.Doc.FileFormat.Docx2019) 'no file

Please note that Spire.Doc is designed for Word-to-PDF conversion, whereas Spire.PDF should be used for PDF-to-Word conversion. The current latest versions are Spire.Doc version: 13.7.14 and Spire.PDF version: 11.7.14. To convert PDF to Word using Spire.PDF, you may refer to the following code：
