As soon as I thought everything was fine concerning XPS to PDF conversion, I came across the attached XPS file, which causes a null reference exception when trying to LoadFromXPS. The file itself opens just fine in XPS viewer, and the issue seems globalization independent. Hopefully you can reproduce this.

The issue has get resolved, you can download the newest hotfix(Spire.PDF Pack(Hot Fix) Version:3.7.330) and have a try.
