Watermark - restrict comments option in Access restrictions

our client is asking is it possible to "restrict comments option in Access restrictions" during watermark. Maybe PdfPermissionsFlags.EditAnnotations is what they want?

Our Spire.PDF(at present the latest version is Spire.PDF Pack(Hot Fix) Version:9.3.4) supports setting "PdfPermissionsFlags.EditAnnotations" when encrypting a PDF file. You can refer to this tutorial(C#/VB.NET: Encrypt or Decrypt PDF Files) to have a try. If this is not what you want, please provide your input PDF file as well as the desired output effect with us, then we will look into it and guide you accordingly.
