TEXT File to PDF with LOGO

Hello, I am looking to build a PDF Files from text files those have billing information in a tabular format. I am planning on using Spire to covert to PDF and add LOGO in the Header . In case of White space of the PDF document is less than header height than I want to scroll down content. After scrolling content if Content is not fit in same then we also want to move remaining content to next page. I am working with an VB.Net application . Looking for some information to achieve it.
