Set chart property to "Move but don't size with cells"

By default, the charts added to excel using Spire.Xls "Move and size with cells".

How do I change this chart property to "Move but don't size with cells"?

I know this can be done manually in MS Excel 2013.
Format Chart Area -> Chart Options -> Properties -> Move but don't size with cells

How to do this through code?
