Not able load xml when there is special characters in it.

I am trying to load workbook from Xml which is having special characters.
It throws Xml exception ({"'', hexadecimal value 0x16, is an invalid character. Line 31, position 609."}).

I have to support UTF-16 characters in excel while exporting from xml.

Is there any way to support those?
