I got 'This is not a strucured file when opening RTF

Hello,
I'm trying to load this file hxxp://drive.google.com/file/d/1gwqiGzI ... sp=sharing via Document.LoadStream or LoadRtf I got the error

System.InvalidOperationException: 'This is not a structured storage file.'

It's generated from a delphi application I've not got the control.

Can you please tell me what's wrong? if I open this file in word it opens successfully
