Could not load file or assembly "Spire.Doc Version=7.1.13.4"

An unhandled exception of type "System .IO.FileNotFoundException" occured
Could not load file or assembly "Spire.Doc Version=7.1.13.4"

The above message is the message I see when I try to run in another PC with the same Spire.Doc.dll
I am sure the dll is in the correct folder.

Or is the Spire.Doc.7.1 is not working in Window 7?
But I tried it on my Window 10 pc , it works.
Why it doesnt work in WIndow7

Please make sure that you have referred all the dlls in the same foder, which including the Spire.Doc.dll, Spire.Pdf.dll and Spire.License.dll. Here, I made a simple demo for you. Please have a check.
